Chief Master Sgt. Raymond J. Phillips, 163rd Aircraft Maintenance Squadron, California Air National Guard received the Chief Master Sgt. Dick Red Award at the 2012 Air Force Association Conference in Washington D.C. Lt. Gen. Harry Wyatt, III presented the award to for Chief Master Sgt. Phillips being the Best Air National Guard maintainer. He expertly managed multiple sections through seven aircraft conversion of 92 aircraft. He is a member of the board of director’s for ‘Touch of Home’, a non-profit corporation resulting tin the delivery of over 10,500 packages for troops overseas. (Air National Guard photo released Col.
