The goal for ANG FD is to prepare Airmen for both current and future challenges through a deliberate and individualized development process conducive to the Citizen Airman schedule and inclusive of civilian experience.

The ANG FD CONOPS provides basic elements for each state to tailor and execute their own plan to offer their Airmen educational and developmental opportunities.

My State's FD Site

As described in the ANG FD CONOPS each state, territory, District of Columbia, and the Statutory Tour program should have a force development process. A good location to post information about local force development processes is each state's Air National Guard Unit website.

Joint Qualification


  • JQS Self-Nomination via milConnect- Officers may retrieve their Joint Officer History (JOH) or self-nominate to establish credit for joint training and experience via MilConnect. To retrieve the JOH, login to  milConnect, then locate the ‘correspondence/documentation’ tab and click Joint Qualification System (JQS). Due to limitations in printing options, applicants must capture this record via a print screen using the built-in Snipping Tool or keyboard buttons (press the Windows and Print Screen buttons to save the screen to a file).
