Position Description (Duty Description)
Responsible for managing a staff that leads the National Guard capability based analysis process used to identify capabilities gaps and needs, and to determine National Guard solutions, and then shepherding the resulting DOTMLPF Change Requests (DCRs) for National Guard capabilities in the JROC JCIDS process for validation and resources. Supports requirement documentation development by conducting analyses of alternatives and capability based assessment. The Branch Chief and staff are also responsible for coordinating the implementation of JROC validated capabilities and reporting implementation status back to the JROC; for orchestrating the NGB Joint Staff analytical support and involvement in JROC working groups, tiger teams and boards; for monitoring the status of current National Guard Joint Programs throughout the FYDP ensuring that National Guard validated joint capabilities have requiiste cost-bebefit analyses that best postures NG capability requirements to compete for funds; and for coordinating the inclusion of identified National Guard capabilities shortfalls in appropriate COCOM IPL submissions. Manages the National Guard joint capabilities assessment and development process (JCADP) resulting in National Guard joint solutions for submission into the JCIDS process for validation and resources, and coordinates COCOM inclusion of NGB capability shortfalls in their Integrated Priority List (IPL) submission to the OSD and the JCS. Manages the NGB Joint Staff engagement in supporting NGB capability documents (usually DOTMLPF Change Requests) in the JCIDS process. Responsible for reporting validated capability implementation progress to the JROC. Coordinates and monitors NGB J-Staff participation as SMEs in JCIDS functional capability boards (FCBs) and workgroups, FAAs, FNAs and FSAs, and other capabilities based assessments. Manages analysts that implement and monitor program performance metrics for new and existing programs, and that monitor programmed, budgeted and executed funds ensuring all joint programs effectively compete for funds in the POM. Works to ensure adequate resources are justified and obtained to efficiently and effectively perform Branch missions. Support performance improvement missions established as a result of organizational assessments. Responsible for and accountable to the Chief, Joint Capabilities and Planning Division for the activities of the Joint Capabilities Assessment Branch, and the professional development of staff assigned.

Form must indicate member does not have a deployment restriction (Code 31) or is undergoing an MEB (Code 37). Working copy will not be accepted. Upon final selection, you may need to provide an updated AF422.
