Position Description (Duty Description) Principal staff officer responsible for the management and distribution of all financial and personnel resources for the NGB-J3 with an annual budget in excess of $302.9M. Personnel commitments are 3349 for CERFP, 577 for HRF, 1254 for CSTs and 6480 for NGRF's. The main programs are CERFP, HRF, CST, CIP-MAA, JOC Operations and NG Ready Reaction Forces. Coordinates with DA and DAF to develop and determine POM requirements for out-years. Coordinates with NG-J8, ARC and FM to execute purchase requests, MIPRs, contracts, the development of the President's Budget, and the Budget Estimate Submission for execution, budget and POM years. This entails funding that crosses 2 services and a minimum of 5 different appropriations. Synchronizes the efforts of 5 Army MDEPs and 2 Air Force PE to support the J3 Directorate and all 54 states and territories. (a) Synchronize the management and distribution of all financial resources for CERFP, HRF, CSTs, CIP-MAA, JOC Operations and NG Ready Reaction Forces for all 54 states and territories. Distributed in excess of $175M in ARNG funds and in excess of $31.5M in ANG funds (72,000 ANG ADOS days and $9.5M funding for training ANG personnel). (b) Provides input to the DA, DAF and JS POM processes to fund J3 Homeland Defense programs in the out-years via 4 Army MDEPs and 1 Air Force PE. This entails over $1.8B and 78,000 ADOS training days over the FYDP. (c) Manages and coordinates with NGB-J8, ARC and FM to execute purchase requests, MIPRs, contracts and the development of the President's Budget and the Budget Estimate Submission. Execute in excess of 59 contracts and 30 MIPRs annually. (d) Manages and oversees the J3 personnel actions, logistics activities and property accountability. This includes in excess of 327 personnel in J3 plus 1026 ARNG and 228 ANG billets in the states for CSTs. (e) Manages and oversees the J3 headquarters, travel and supply budgets and activities. This budget is in excess of $42.3M. (f) Coordinates with NGB-LL and executes Congressional interest items for Homeland Defense programs and activities. (g) Coordinates and provides inputs for HLD programs and information/funding exchange with JS J8, NORTHCOM, PACOM, STRATCOM, SOCOM and other government agencies to include DHS, FEMA, etc.
Candidate must possess:
DoD budget experience
Fiscal Law and PPBE certification
Working knowledge of Army and Air Force financial systems
