Position Description (Duty Description)

The candidate must be knowledgeable of issues pertaining to domestic operations planning, execution, and readiness in supporting the National Guard Bureau (NGB), Air National Guard (ANG), Air Staff, States, and Directorates and their Functional Area Managers.   The candidate must possess leadership skills, management ability, exceptional writing and speaking skills and computer expertise.  Facilitates communication among all National Guard Coordination Center (NGCC) affiliates and ANG domestic responders.  Prepares correspondence as required, maintains historical records, determines method for obtaining data for routine and/or special reports, and seeks appropriate internal ANG coordination when preparing an ANG response to requests for information and requests for assistance.  Reviews regulations/directives affecting ANG Domestic Operations.  Ensures accuracy of directives for implementation into ANG Crisis Action Team (CAT) Operations.  Performs additional duties as required.
Joint Force Headquarters (JFHQ), Joint Operations Center (JOC), Emergency Operations Center (EOC), Crisis Action Team, and Liaison Officer (LNO) experience is desired.  Knowledge of Defense Support of Civil Authorities (DSCA) is preferred to include:  Presidential Policy Directive-8 (PPD-8) "National Preparedness," Homeland Security Presidential Directive-5 (HSPD-5) "Management of Domestic Incidents," the National Response Framework (NRF), National Incident Management System (NIMS), Emergency Support Functions (ESF), the Robert T. Stafford Act, the Economy Act, and the Federal Emergency Management Agency (FEMA) Incident Command System (ICS).  Experience with Microsoft Office Suite, Joint Information Exchange Environment (JIEE), Joint Applications Staff Management Systems (JASMS), and Task Management Tool (TMT) is also preferred. 
This position is located at Arlington Hall Station 2 in the National Guard Coordination Center.

ROLES RESPONSIBILITES
A. Functions as the Chief of National Guard Bureau's (CNGB) primary communications node and focal point for matters involving the National Guard. Also serving as the national level interface between the NGB and the State Joint Force Headquarters (JFHQ-State) Joint Operations Center (JOC).
B. Serve as the National Guard's primary national hub for continuously monitoring situational awareness and the primary coordination node to optimize National Guard support for domestic operations.
C. Provides the CNGB, Director Air National Guard (DANG), Director Army National Guard (DARNG), and Director Joint Staff (DJS) with information necessary to make critical management decisions related to National Guard forces supporting governors, civil authorities, and federal agencies. In conjunction with monitoring the current domestic situation, NGCC will inform Department of Defense (DoD) and other federal agencies of developing crises and will coordinate any National Guard required response.
D. Coordinates the implementation and evaluation of ANG CAT readiness to an operational level within the understanding of the NGB and NGCC leadership.
F. Reviews and interprets National Administration Guidelines, United States Air Force, NGB and DoD exercise policies and procedures. Assists with selecting exercise objectives and analyzing exercise results. Reviews after action reports. Works with ANG CAT readiness peers to identify, assign, and follow up on corrective actions to ensure readiness problems are solved.
G. Daily interface with Air and Army National Guard and Joint Staffs, as well as the Major Command.
H. Performs other duties as assigned by the Division Chief of the Domestic Operations and Crisis Action Team Director.
I.  Responsible to represent the Air National Guard Crisis Action Team as an Emergency Response Group Member.  This would include relocation due to a Continuity of Operations (COOP) event.

AF Form 422 - Notice of AF Members Qualification Status: With NO restrictions and validated within the last 60 days from the date your application is received.   Form must indicate member does not have a deployment restriction (Code 31) or is undergoing an MEB (Code 37).  "Working copy" will NOT be accepted. Upon final selection, you may need to provide an updated AF422 within 60 days prior to the tour start date.
