Duties and Qualifications:  Serve as the Chief, Federal Operations Branch.  Responsibilities include but are not limited to: Manages the National Guard Counterdrug (CD) Title 10 Federal Operations branch that conducts unique detection and monitoring activities providing support to the Combatant Commands, US Customs and Border Protection (CBP), and Joint Interagency Task Force South (JIATF-S); Manages all personnel, resources and assets in the Host Nation Rider (HNR) program and Mobile Air Surveillance System (MASS) program; Integrates with agency partners such as Department of Justice (DOJ), Department of Homeland Security (DHS), Drug Enforcement Agency (DEA), etc.; Analyzes, manages and sources customer requirements based on decision making models that best support the commander; Develops metrics that measure the effectiveness, efficiency and capabilities of CD Federal Operations assets. Knowledge of the POM programming and resourcing process at the strategic and national level is mandatory. Experience developing program budgets, plans, and extensive coordination within the National Guard Bureau (NGB) Staff, divisions and outside agencies is highly desired. Frequent travel may be required. Other duties and responsibilities may be assigned, which would be directly related to the nature of the position and as deemed necessary.
Must possess proven analytical, writing, and oral presentation skills. Must have proven leadership, operational and planning experience at state, joint staff, interagency or National Guard Bureau; evident by management of personnel and/or programs experience.
