Position Description:

Manages the C4ISR, Cyber and Space portions of the ANG's modernization programs. Responsible for managing approximately 10% of the annual allocation of National Guard and Reserve Equipment Appropriation (NGREA) resources to critical capability/equipment shortfalls identified by warfighters at the annual Weapons and Tactics Conference (WEPTAC), and by emergency managers at the Joint Domestic Operations Equipment Requirements (JDOER) Conference. Develops acquisition plans in concert with System Program Offices (SPOs), and represents NGB/A5P at HQ USAF, MAJCOMs, and field units to integrate, document, validate, fund, procure, and bed down modifications to ANG systems the C4ISR and Space portfolios. This position requires well-honed communication skills (both written and verbal). Knowledge of the Joint Capabilities Integration and Development systems (JCIDS), Defense Acquisition System (DAS), Planning, Programming, Budgeting and Execution (PPBE) process, and familiarity with the staffing processes at the National Guard Bureau, HQ USAF, MAJCOMs, State/unit levels is a plus. Subject matter expertise in one or more of the areas of C4ISR, Cyber or Space is required, and previous financial management and acquisition experience are desired.

Individual oversees all facets of development leading to procurement of the Ground-Based Sense and Avoid (GBSAA) program to ensure national airspace access for ANG Remotely Piloted Aircraft (RPA); develops and executes plans for RPA Ground Control Station (GCS) Exploitation Support Data (ESD) hardware modifications to improve aircraft positional data and sensor point of interest refresh rates; manages a program to enable versatile storage and rapid distribution of full motion video data across the Guard RPA enterprise. Works with the Air National Guard and Air Force Reserve Command Test Center (AATC) to determine the best strategy to increase capabilities in testing unique aspects of the Guard's cyber mission and RPA mission, to include the RPA Squadron Operations Centers. Plays a key role in the establishment and management of an Incident Awareness and Assessment (IAA) system for unclassified processing, analysis and dissemination of imagery and full motion video to first responders supporting domestic operations. Manages ANG space system modernization efforts, such as the Eagle Vision program, by providing NGB staff oversight and guidance to the Air Force Life Cycle Management Center, Hanscom AFB, MA. Manages the ANG's cyberspace capability improvement efforts, which will increase the ANG's Cyber and Critical Infrastructure Range's (CCIR) variety and fidelity of network architectures that can be simulated; develops a new Cyberspace Training Environment; and makes possible a Secure Infrastructure Collaborative (SIC) capability. Manages the modernization and technology refresh of manned ISR aircraft. Manages Command and Control upgrade plans and programs, including the advancement of systems pertaining to Component Numbered Air Force (C-NAF)/Air and Space Operations Centers (AOC). Addresses Control and Reporting Center capability gaps, specifically leading the procurement of new light-weight power generation and distribution capabilities.

AF Form 422 -Notice of AF Members Qualification Status: With no restrictions and validated within 60 days prior to tour start date. Form must indicate member does not have a deployment restriction (Code 31) or is undergoing an MEB (Code 37). Working copy will not be accepted. Upon final selection, you may need to provide an updated AF422.

vMPF RIP: Must include all pages. Ensure your Total Active Federal Military Service (TAFMS) is listed on your RIP

PCARS RIP: Point Credit Accounting and Reporting Systems From vMPF or MilPDS

Sanctuary Waiver: If TAFMS is 16 years or greater; must submit a Statement of Understanding Waiver of AD Sanctuary.

TAG/Wing (CC) Acknowledgment: Wing Acknowledgment required for 90 days or less/TAG for over 90 days

Officers: Last 3 OPRs (no EPR for enlisted) IAW MPFM 07-45 dated 11 Jul 07, para 17b "OPRs on AFRC and ANG Officers are due to the CSS no later than 30 days after close-out and to HQ ARPC no later than 60 days after close-out."
